The Truth About The USA, Drugs and Afghanistan

“Before 1980, Afghanistan produced 0% of the world’s opium. But then the CIA moved in, and by 1986 they were producing 40% of the world’s heroin supply. By 1999, they were churning out 3,200 TONS of heroin a year ­ nearly 80% of the total market supply. But then something unexpected happened. The Taliban rose to power, and by 2000 they had destroyed nearly all of the opium fields. Production dropped from 3,000+ tons to only 185 tons, a 94% reduction!”

Amongst the major reasons given by the West when invading Afghanistan shortly after 9/11 was the connection between drugs and terrorism.

“We act also because the al-Qaida network and the Taliban regime are funded in large part on the drugs trade. Ninety per cent of all heroin sold in Britain originates from Afghanistan. Stopping that trade is, again, directly in our interests.” –Prime Minister Blair in an address to the British people on the ongoing attacks on Afghanistan, 10/7/01

Tony Blair again used this excuse recently to justify sending more troops to Afghanistan.

Whilst in the US enormously costly ads bought by the US government informed American’s that to buy cocaine or heroin is to help terrorism.

The truth is that since the invasion of Afghanistan’s the opium production has skyrocketed. Although the Taliban had virtually stamped out poppy production, the country now accounts for two-third of the world’s heroin.

A report in US Portland Independent Media sheds light on the situation:

Only belatedly did major news outlets like the Wall Street Journal, The Associated Press and the Washington Post begin to acknowledge, in stories placed well back in the paper, and with much less emphasis, that the Northern Alliance – their allies against the Taliban – were in real control of the heroin trade. Smuggling routes have shifted from south through Pakistan northward through Uzbekistan, Tajikistan, and Turkmenistan.

Indeed there is compelling evidence that the US and the western capitalist establishments (via the CIA) are directly involved in narco-trafficing. Investigative journalist Mike Ruppert commented:

“Until February, Afghanistan had been the world’s largest producer of opium/heroin, claiming close to 70% of the world’s total production. That opium, consumed largely in Western Europe and smuggled through the Balkans, was a direct source of cash deposits in Western financial institutions and markets.

… Prior to the WTC attacks, credible sources, including the U.S. government, the IMF, Le Monde and the U.S. Senate placed the amount of drug cash flowing into Wall Street and U.S. banks at around $250-$300 billion a year.”

This US involvement in narco-trafficking suggests a compelling interest on the part of the capitalist establishment (including Big Energy, Banks, Wall Street and arms dealers) to prosecute the war in Afghanistan. With the giants of industry on board, its no surprise they whipped up pre-war hysteria on front pages and TVs across the western world. Virtually, every major institution in American life (including the Congress) is committed to this new crusade.

The reality is that the CIA has a history of involvement in the Drug Trade across the world as the following summary from the work of author and former US State Department William Blum official highlights.

1947 to 1951, FRANCE
According to Alfred W. McCoy in The Politics of Heroin in Southeast Asia, CIA arms, money, and disinformation enabled Corsican criminal syndicates in Marseille to take control of labor unions from the Communist Party. The Corsicans gained political influence and control over the docks ­ and formed a partnership with mafia drug distributors, which turned Marseille into the postwar heroin capital of the Western world.

Early 1950s, SOUTHEAST ASIA
The Nationalist Chinese army, organized by the CIA to wage war against Communist China, became the opium barons of The Golden Triangle (parts of Burma, Thailand and Laos), the world’s largest source of opium and heroin. Air America, the ClA’s principal airline proprietary, flew the drugs all over Southeast Asia. (Christopher Robbins, Air America, Avon Books, 1985, chapter 9.)

1950s to early 1970s, INDOCHINA
During U.S. military involvement in Laos and other parts of Indochina, Air America flew opium and heroin throughout the area. Many GI’s in Vietnam became addicts. A laboratory built at CIA headquarters in northern Laos was used to refine heroin. After a decade of American military intervention, Southeast Asia had become the source of 70 percent of the world’s illicit opium and the major supplier of raw materials for America’s booming heroin market.

1973-80, AUSTRALIA
The Nugan Hand Bank of Sydney was a CIA bank in all but name. Among its officers were a network of US generals, admirals and CIA men, including former CIA Director William Colby, who was also one of its lawyers. With branches in Saudi Arabia, Europe, Southeast Asia, South America and the U.S., Nugan Hand Bank financed drug trafficking, money laundering and international arms dealings. In 1980, amidst several mysterious deaths, the bank collapsed, $50 million in debt. (Jonathan Kwitny, The Crimes of Patriots: A True Tale of Dope, Dirty Money and the CIA, W.W. Norton & Co., 1987.)

1970s and 1980s, PANAMA
For more than a decade, Panamanian strongman Manuel Noriega was a highly paid CIA asset and collaborator, despite knowledge by U.S. drug authorities as early as 1971 that the general was heavily involved in drug trafficking and money laundering. The U.S. government only turned against Noriega, invading Panama in December 1989 and kidnapping the general, once they discovered he was providing intelligence and services to the Cubans and Sandinistas. Ironically drug trafficking through Panama increased after the US invasion. (John Dinges, Our Man in Panama, Random House, 1991; National Security Archive Documentation Packet The Contras, Cocaine, and Covert Operations.)

1980s, CENTRAL AMERICA
The San Jose Mercury News series documents just one thread of the interwoven operations linking the CIA, the contras and the cocaine cartels. Obsessed with overthrowing the leftist Sandinista government in Nicaragua, Reagan administration officials tolerated drug trafficking as long as the traffickers gave support to the contras.

Another Costa Rican-based drug ring involved a group of Cuban Americans whom the CIA had hired as military trainers for the contras. Many had long been involved with the CIA and drug trafficking. They used contra planes and a Costa Rican-based shrimp company, which laundered money for the CIA, to move cocaine to the U.S.

Costa Rica was not the only route. Guatemala, whose military intelligence service ­ closely associated with the CIA ­ harbored many drug traffickers, according to the DEA, was another way station along the cocaine highway. Additionally, the Medellin Cartel’s Miami accountant, Ramon Milian Rodriguez, testified that he funneled nearly $10 million to Nicaraguan contras through long-time CIA operative Felix Rodriguez, who was based at Ilopango Air Force Base in El Salvador.

The contras provided both protection and infrastructure (planes, pilots, airstrips, warehouses, front companies and banks) to these ClA-linked drug networks. At least four transport companies under investigation for drug trafficking received US government contracts to carry non-lethal supplies to the contras. Southern Air Transport, “formerly” ClA-owned, and later under Pentagon contract, was involved in the drug running as well. Cocaine-laden planes flew to Florida, Texas, Louisiana and other locations, including several military bases. Designated as ‘Contra Craft,’ these shipments were not to be inspected. When some authority wasn’t clued in, and made an arrest, powerful strings were pulled on behalf of dropping the case, acquittal, reduced sentence, or deportation.

1980s to early 1990s, AFGHANISTAN
ClA-supported Afghan fighters engaged heavily in drug trafficking while fighting against the Soviet-supported government. CIA-supplied trucks and mules, which had carried arms into Afghanistan, were used to transport opium to laboratories along the Afghan/Pakistan border. The output provided up to one half of the heroin used annually in the United States and three-quarters of that used in Western Europe.

Mid-1980s to early 199Os, HAITI
While working to keep key Haitian military and political leaders in power, the CIA turned a blind eye to their clients’ drug trafficking. In 1986, the Agency added some more names to its payroll by creating a new Haitian organization, the National Intelligence Service (SIN). SIN was purportedly created to fight the cocaine trade, though SIN officers themselves engaged in the trafficking, a trade aided and abetted by some of the Haitian military and political leaders.

All of the above leads to the stark conclusion that their is a connection between drugs and terrorism – US State terrorism that is, that uses the proceeds to fund its CIA black operations. If the Britain wants to stop the flood of drugs onto its streets we suggest sending the troops their not Afghanistan.

Afghanistan now nearly ‘a narcotics state’

When the Taliban ruled Afghanistan, opium production was nearly halted. So, how come the Taliban is terrorist, then!!! Now there is a bumper crop. Look for the quiz on Afghanistan further down.

More than three years after a pro-U.S. government was installed, Afghanistan has been unable to contain opium poppy production and is “on the verge of becoming a narcotics state,” according to a presidential report.

The report said the area in Afghanistan devoted to poppy cultivation last year set a new record of 206,700 hectares, more than triple the figure for 2003.

The Afghan narcotics situation, “represents an enormous threat to world stability, said the report, issued Friday.

It listed opium production at 4,950 metric tons, 17 times more than second place Myanmar.

Opium poppy is the raw material for heroin.

The massive study, covering the illicit narcotics situation in 2004 in virtually all countries, was transmitted to the Congress by Secretary of State Condoleezza Rice on behalf of President Bush.

Colombia remains a major drug country, the report said, despite impressive progress against narcotics trafficking.

Colombia’s efforts praised

It credited Colombia’s public security forces with preventing hundreds of tons of illicit drugs from reaching the world market through interdiction, spraying of coca and poppy crops and manual eradication.

The United States has been a major counterdrug partner of Colombia, having contributed billions of dollars to the effort since 2000.

Colombia is the source of over 90 percent of the cocaine and 50 percent of the heroin entering the U.S. the report said. It is also a leading user of precursor chemicals and the focus of significant money laundering activity.

In Afghanistan, the United States military deposed the Taliban government in November 2001, and President Hamid Karzai has been in charge since then with strong American backing.

“Dangerous security conditions make implementing counternarcotics programs difficult and present a substantial obstacle to both poppy eradication efforts by the national government and to international efforts to provide related assistance,” the report said.

Also contributing to the situation is the destruction resulting from 25 years of conflict, the lack of legitimate income streams, and the limited enforcement capacity of the national government, the report said.

Who benefits from the Afghan Opium Trade?

The United Nations has announced that opium poppy cultivation in Afghanistan has soared and is expected to increase by 59% in 2006. The production of opium is estimated to have increased by 49% in relation to 2005.

The Western media in chorus blame the Taliban and the warlords. The Bush administration is said to be committed to curbing the Afghan drug trade: “The US is the main backer of a huge drive to rid Afghanistan of opium… “

Yet in a bitter irony, US military presence has served to restore rather than eradicate the drug trade.

What the reports fail to acknowledge is that the Taliban government was instrumental in implementing a successful drug eradication program, with the support and collaboration of the UN.

Implemented in 2000-2001, the Taliban’s drug eradication program led to a 94 percent decline in opium cultivation. In 2001, according to UN figures, opium production had fallen to 185 tons. Immediately following the October 2001 US led invasion, production increased dramatically, regaining its historical levels.

The Vienna based UN Office on Drugs and Crime estimates that the 2006 harvest will be of the order of 6,100 tonnes, 33 times its production levels in 2001 under the Taliban government (3200 % increase in 5 years).

Cultivation in 2006 reached a record 165,000 hectares compared with 104,000 in 2005 and 7,606 in 2001 under the Taliban (See table below).

Multibillion dollar trade

According to the UN, Afghanistan supplies in 2006 some 92 percent of the world’s supply of opium, which is used to make heroin.

The UN estimates that for 2006, the contribution of the drug trade to the Afghan economy is of the order of 2.7 billion. What it fails to mention is the fact that more than 95 percent of the revenues generated by this lucrative contraband accrues to business syndicates, organized crime and banking and financial institutions. A very small percentage accrues to farmers and traders in the producing country.

“Afghan heroin sells on the international narcotics market for 100 times the price farmers get for their opium right out of the field”.(US State Department quoted by the Voice of America (VOA), 27 February 2004).

Based on wholesale and retail prices in Western markets, the earnings generated by the Afghan drug trade are colossal. In July 2006, street prices in Britain for heroin were of the order of Pound Sterling 54, or $102 a gram.

Narcotics On the Streets of Western Europe

One kilo of opium produces approximately 100 grams of (pure) heroin. 6100 tons of opium allows the production of 1220 tons of heroin with a 50 percent purity ratio.

The average purity of retailed heroin can vary. It is on average 36%. In Britain, the purity is rarely in excess of 50 percent, while in the US it can be of the order of 50-60 percent.

Based on the structure of British retail prices for heroin, the total proceeds of the Afghan heroin trade would be of the order of 124.4 billion dollars, assuming a 50 percent purity ratio. Assuming an average purity ratio of 36 percent and the average British price, the cash value of Afghan heroin sales would be of the order of 194.4 billion dollars.

While these figures do not constitute precise estimates, they nonetheless convey the sheer magnitude of this multibillion dollar narcotics trade out of Afghanistan. Based on the first figure which provides a conservative estimate, the cash value of these sales, once they reach Western retail markets are in excess of 120 billion dollars a year.

Narcotics: Second to Oil and the Arms Trade

The foregoing estimates are consistent with the UN’s assessment concerning the size and magnitude of the global drug trade.

The Afghan trade in opiates (92 percent of total World production of opiates) constitutes a large share of the worldwide annual turnover of narcotics, which was estimated by the United Nations to be of the order of $400-500 billion.

Based on 2003 figures, drug trafficking constitutes “the third biggest global commodity in cash terms after oil and the arms trade.” (The Independent, 29 February 2004).

Afghanistan and Colombia are the largest drug producing economies in the world, which feed a flourishing criminal economy. These countries are heavily militarized. The drug trade is protected. Amply documented the CIA has played a central role in the development of both the Latin American and Asian drug triangles.

The IMF estimated global money laundering to be between 590 billion and 1.5 trillion dollars a year, representing 2-5 percent of global GDP. (Asian Banker, 15 August 2003). A large share of global money laundering as estimated by the IMF is linked to the trade in narcotics.

Legal Business and Illicit Trade are Intertwined

There are powerful business and financial interests behind narcotics. From this standpoint, geopolitical and military control over the drug routes is as strategic as oil and oil pipelines.

Moreover, the above figures including those on money laundering, confirm that the bulk of the revenues associated with the global trade in narcotics are not appropriated by terrorist groups and warlords, as suggested by the UNODC report. In the case of Afghanistan, the UN Office on Drugs and Crime estimates that a mere 2.7 billion accrues as revenue within Afghanistan. According to the US State department “Afghanistan drug profits support the Taliban and their terrorism efforts against the United States, its allies and the Afghan government.” (statement, the House Appropriations foreign operations, export financing and related programs subcommittee. September 12, 2006)

However, what distinguishes narcotics from legal commodity trade is that narcotics constitutes a major source of wealth formation not only for organized crime but also for the US intelligence apparatus, which increasingly constitutes a powerful actor in the spheres of finance and banking. This relationship has been documented by several studies including the writings of Alfred McCoy. (Drug Fallout: the CIA’s Forty Year Complicity in the Narcotics Trade. The Progressive, 1 August 1997).

In other words, intelligence agencies, powerful business, drug traders and organized crime are competing for the strategic control over the heroin routes. A large share of this multi-billion dollar revenues of narcotics are deposited in the Western banking system. Most of the large international banks together with their affiliates in the offshore banking havens launder large amounts of narco-dollars.

This trade can only prosper if the main actors involved in narcotics have “political friends in high places.” Legal and illegal undertakings are increasingly intertwined, the dividing line between “businesspeople” and criminals is blurred. In turn, the relationship among criminals, politicians and members of the intelligence establishment has tainted the structures of the state and the role of its institutions including the Military.

Mossad and Peshmerga

Kurdish authorities have been using Israeli personnel to train security forces in Iraq, the BBC’s Newsnight programme has found. (First Broadcast on September 19, 2006)

“When the former Israeli special forces soldiers were sent to Iraq in 2004 they were told they would be disowned if they were discovered.Their role there was to train two groups of Kurdish troops.
One would act as a security force for the new Hawler International Airport (near Erbil) and the other, of more than 100 peshmerga or Kurdish fighters, would be trained for “special assignments”, according to one of Newsnight’s interviewees.
Contractors
An Israeli security consulting form called Interop acted as the main contractor for the Hawler airport project and set up two subsidiaries (Kudo and Colosium) to carry out work in Iraq.
Kudo and Colosium described themseleves as Swiss-registered companies. One of the founders of Interop, and its Chairman until 2003, was Danny Yatom, a former Head of Mossad – the Israeli foreign intelligence service and now an MP.
He told Newsnight today: “I was not aware of what was done in 2004 and 2005 because I cut all contacts with the company when I entered the Israeli parliament in 2003.”
During 2004-5, Interop and Kudo were run by Shlomi Michaels, a former head of Israel’s counter-terrorist unit. Contacted by Newsnight, Mr Michaels declined to comment.”

Torture in Iraq is worse now than it was under the regime of Saddam Hussein and “is totally out of hand”, according to a United Nations investigator.

“The situation is so bad many people say it is worse than it has been in the times of Saddam Hussein,” said Manfred Nowak, a UN special investigator on torture, at a press conference in Geneva.

He said government forces, private militia and terrorist groups were all involved.

“You have terrorist groups, you have the military, you have police, you have these militias. There are so many people who are actually abducted, seriously tortured and finally killed,” said Mr Nowak, an Austrian law professor.

“It’s not just torture by the government. There are much more brutal methods of torture you’ll find by private militias.”

Mr Nowak also said that bodies were being discovered with very heavy and very serious torture marks.

He said a mission to Iraq to investigate torture was too dangerous, but he had gathered information from interviews with people in Amman, Jordan, and other sources.

Mr Nowak is in Geneva to brief the UN Human Rights council – a body that addresses human rights violations – on the situation of the United States detention facility at Guantanamo Bay.

He is one of five UN human rights investigators who in February called for the closure of the camp on the grounds it was a “torture camp”. The calls were rejected by the US.

Mr Nowak’s comments come a day after the human rights office of the UN assistance mission for Iraq (Unami) raised concerns about the violence gripping the country. It said that 6,599 civilians had died in July and August.

Unami cited increasing evidence of violent torture, a growth in the numbers of death squads, and a rise in the honour killings of women and girls.

“Corpses appear regularly in and around Baghdad and other areas. Most bear signs of torture and appear to be victims of extrajudicial executions,” said the report.
