Drug mafia, CIA blamed for sacking of Afghan governor

KABUL: In a country flooded with narcotics traffickers and corrupt government officials, one of Afghanistan’s few remaining ‘clean’ governors, Mohammed Daud, has been removed from his position, and many are blaming the drug mafia and the CIA for his abrupt dismissal.

Daud was appointed at the request of the British government in order to oversee Helmand province, the country’s largest opium producing region.

The former governor of Helmand, Sher Muhammad Akhunzada, whom Daud replaced earlier this year, has been widely implicated in the drug trade.

Contrary to Akhunzada, “British officials regarded Mr Daud as the cleanest governor in Afghanistan and hoped that his extensive experience in development would help to win over Helmand’s population,” The Times reported.

Last month, however, the British government expressed frustration with the effort, pointing to the fact that Afghan President Hamid Karzai continued to meet with the former governor, Akhunzada. Adding further strain on the situation, Karzai appointed Akhunzada as a senator and made his brother, Amir Muhammad Akhundzada, Daud’s deputy.

“The president is undermining his own governor,” one British official told The Times. “It doesn’t help what we’re trying to do.”

It would appear U.S. officials, particularly from the Central Intelligence Agency, were influencing Karzai’s actions, undercutting the efforts of their British counterparts. Moreover, as The Independent reported, “British sources have blamed pressure from the CIA for President Hamid Karzai’s decision to dismiss Mohammed Daud as governor”.

“The Americans knew Daud was a main British ally,” one official explained to The Independent, “yet they deliberately undermined him and told Karzai to sack him.”

The U.S. apparently favors the brother of Daud’s predecessor and purported drug lord, Akhunzada.

As The Times reports, “British officials fear that Mr Daud will be replaced by his deputy, Amir Muhammad Akhunzada, the brother of Sher Muhammad Akhunzada. He is thought to have links to the drug trade and has been banned from running in elections because he refuses to disband his personal militia.”

“For the moment,” as one official told The Times, “before a new governor is named, the governor of Helmand is a drug-dealing warlord who was banned from the elections by the UN for keeping a militia and his connection to narcotics, and with whom the British have said they cannot work. Nice.”

Opium from Afghanistan provides more than 90 percent of the world’s total supply, funding international drug syndicates with billions of dollars in profits every year.

According to a recent report issued by the United Nations and the World Bank, the U.S.-installed government has established a “complex pyramid of protection and patronage, effectively providing state protection to criminal trafficking activities.”

“Around 25 to 30 key traffickers, the majority of them based in southern Afghanistan, control major transactions and transfers, working closely with sponsors in top government and political positions,” the report states.

“This year’s record harvest of 6,100 tons of opium will generate more than $3 billion in illicit revenue – equivalent to almost half of Afghanistan’s GDP,” writes Antonio Maria Costa, executive director of the United Nations Office on Drugs and Crime. “Profits for drug traffickers downstream,” he notes, “will be almost 20 times that amount.”

According to Costa, “High-level collusion enables thousands of tons of chemical precursors, needed to produce heroin, to be trucked into the country. Armed convoys transport raw opium around the country unhindered. Sometimes even army and police vehicles are involved. Guns and bribes ensure that the trucks are waved through checkpoints. Opiates flow freely across borders into Iran, Pakistan, and other Central Asian countries.”

“There are many cases where honest prosecutors or police chiefs try to do something about corruption, and they say they receive phone calls from very high officials in Kabul saying to leave the people alone,” said Barnett Rubin, an expert on Afghanistan and director of studies and senior fellow at New York University’s Center on International Cooperation.

As The Washington Post has plainly summarized, “corruption and alliances formed by Washington and the Afghan government with anti-Taliban tribal chieftains, some of whom are believed to be deeply involved in the trade, [have] undercut the [counter-narcotics] effort.”

5. Afghanistan’s opium crop at an all-time high
The question is why. Under Taliban rule, which began in the late 1990s, Afghanistan just about kicked the growing habit by 2001. After five years the Taliban is slipping back in, but poppy production has grown by leaps and bounds. Israel insists al-Qaeda is operating in Gaza

Officials from the Palestinian Authority have accused the Israeli spy agency Mossad of setting up a fake al-Qaeda terrorist cell in Gaza.

Palestinian leader Yasser Arafat said that Israel had set up the mock cell in order to justify attacks in Palestinian areas.

Raanan Gissin, a spokesman for Israeli Prime Minister Ariel Sharon, called the allegation “sheer nonsense”.

On Thursday Mr Sharon said that members of Osama Bin Laden’s al-Qaeda terror network were at work in the Gaza Strip, aiming to attack Israel.

Israel has named al-Qaeda as the prime suspect in a suicide bombing at a hotel in Mombasa, Kenya that killed 16 people last week and an unsuccessful missile attack on a nearby Israeli passenger jet.

“It is a big, big, big lie to cover (Sharon’s) attacks and his crimes against our people everywhere,” Mr Arafat said at his headquarters in the West Bank city of Ramallah.

Colonel Rashid Abu-Shbak, the Palestinian head of preventative security, said eight Palestinians had been approached from outside Gaza, and had been asked by Israeli agents to work for al-Qaeda with offers of money and weapons.

Colonel Abu-Shbak said the first approaches were made in March this year, and that all communications had been traced back to Israeli intelligence.

He cited the case of one Palestinian militant who had been approached and had been supplied with guns, and who was killed on his way to collect a second consignment of weapons.

“We are sure that Israel is behind this and that there are absolutely no groups such as al-Qaeda operating here,” Colonel Abu-Shbak said.

“We can’t say there will never be al-Qaeda here, but at least not for now,” he added.

Mr Gissin said that the Palestinian accusations were propaganda and disinformation put out by officials trying “to exonerate themselves from the allegations they are collaborating and participating with terrorists”.

US accusations

On Friday American media reported that al-Qaeda has set up a branch to help Palestinian militant groups fight Israel, according to a website US officials believe is linked to the organisation.

The new group has called for an end to inter-Palestinian feuding and has vowed to launch suicide attacks against Israeli and American targets in the Middle East, it said in a statement on the website, mojahedoon.net.

The Washington Post newspaper said United States officials believe the website speaks for al-Qaeda, and that it is being monitored by US intelligence agencies.

The Arabic-language website said al-Qaeda took responsibility for the attacks in Kenya.

The website carried a statement purportedly from the new al-Qaeda branch – the Islamic al-Qaeda in Palestine – pledging allegiance to Osama Bin Laden.

The group said it rejected any peace talks between Israel and the Palestinian Authority, declaring it would accept “nothing but the full liberation of the Palestinian land”.

Ever wondered where all those nukes are stored?

A new review published in the November/December issue of the Bulletin of the Atomic Scientists shows that the United States stores its nearly 10,000 nuclear warheads at 18 locations in 12 states and six European countries.

The article’s authors – Hans M. Kristensen of the Federation of American Scientists and Robert S. Norris of the Natural Resources Defense Council – identified the likely locations by piecing together information from years of monitoring declassified documents, officials statements, news reports, leaks, conversations with current and former officials, and commercial high-resolution satellite photos.

The highest concentration of nuclear warheads is at the Strategic Weapons Facility Pacific in Bangor, Washington, which is home to more than 2,300 warheads – probably the most nuclear weapons at any one site in the world. At any given moment, nearly half of these warheads are on board ballistic-missile submarines in the Pacific Ocean.

Approximately 1,700 warheads are deployed on Ohio-class ballistic missile submarines operating in the Pacific and Atlantic oceans, and about 400 warheads are at eight bases in six European countries – Belgium, Germany, Italy, the Netherlands, Turkey and Great Britain (for more information on U.S. warheads in Europe, go to http://www.nukestrat.com/us/afn/nato.htm). The United States is the only nuclear weapon state that deploys nuclear weapons in foreign countries.

Consolidation of U.S. nuclear storage sites has slowed considerably over the past decade compared to the period between 1992 and 1997, when the Pentagon withdrew nuclear weapons from 10 states and numerous European bases. Over the past decade, the United States removed nuclear weapons from three states – California, Virginia and South Dakota, and from one European country – Greece.

The overview finds that more than two-thirds of all U.S. nuclear warheads are still stored at bases for operational ballistic missiles and bombers, even through the Cold War ended more than 16 years ago. More than 2,000 of those warheads are on high alert, ready to launch on short notice. Only about 28 percent of U.S. warheads have been moved to separate storage facilities. The largest of these, an underground vault at Kirtland Air Force Base in Albuquerque, New Mexico, stores more than 1,900 warheads.

The 10 U.S. sites that currently host nuclear weapons are: the Strategic Weapons Facility Pacific, Bangor, Washington; Nellis Air Force Base, Nevada; Warren Air Force Base, Wyoming; Kirtland Air Force Base, New Mexico; Malmstrom Air Force Base, Montana; Minot Air Force Base, North Dakota; Pantex Plant, Texas; Barksdale Air Force Base, Louisiana; Whiteman Air Force Base, Missouri; and the Strategic Weapons Facility Atlantic, Kings Bay, Georgia. The U.S. government refuses to disclose where it stores nuclear weapons, but the researchers emphasize that all the locations have been known for years to house nuclear weapons. Safety of nuclear weapons is determined not by knowledge of their location but by the military’s physical protection of the facilities and that the weapons cannot be detonated by unauthorized personnel.

STOP THE EXECUTIONS


The Illegality of the Executions of Mr Barzan Ibrahim Al-Tikriti and Judge Awad Al-Bandar

The imminent executions of Mr Barzan Ibrahim Al-Tikriti and Judge Awad Al-Bandar are illegal and violate international law, particularly international human rights law for the following reasons:

1. The Iraqi Special Tribunal (IST) is illegal

    • The range of observers finding the trials before the IST unfair include international NGOs like Human Rights Watch and the Quakers to state actors such as the UN Working Group on Arbitrary Detention and the UN Special Rapporteur on the Independence of Judges and Lawyers
  • It was the intended consequence of an illegal war, the crime of aggression
    • US President Bush said the war was intended to kill the Iraqi leadership
    • International law requires no State recognise the consequences of an illegal action
  • It was created in violation of international humanitarian law
    • Articles 54 and 64 of the Fourth Geneva Convention prohibit occupiers from creating special courts to try their enemies and from vetting judges for their political alliances
  • The trial was unfair
  • “aggressor’s justice”

2. The IST’s judgment and executions violate Iraqi law

  • Iraqi law requires trials be fair. This trial was unfair. Even the Statute of the IST requires the trial be fair. See Report entitled “A Travesty of Justice” at http://international-lawyers.org (under “cases”) for details
    • Example: Although Judge Bandar claimed he could prove proceedings in 1982-84 ­ the essence of prosecution case ­ were fair, he was denied 350+ pages of court papers by the IST and prosecution

3. The IST’s judgment and the executions violate international human rights law

  • The United States and Iraq have ratified the International Covenant of Civil and Political Rights that in Article 14 provides for the right to a fair trial. For a list of specific rights violated see “A Travesty of Justice” at http://international-lawyers.org (under “cases”)
  • International law prohibits the imposition of the death penalty following an unfair trial

ANY EFFORTS TO BRING THE ILLEGALITY OF THE IMMINENT EXECUTIONS OF MR TIKRITI AND JUDGE BANDAR TO THE ATTENTION OF GOVERNMENT LEADERS TO TRY TO STOP THESE EXECUTIONS IS WELCOMED.

Summary of Some of the Most Important Violations of Fair Trial in Dujail Proceedings

Right to be judged by an independent and impartial tribunal (GCIII, art. 84(2) and ICCPR, art. 14(1) and ADRDM, art. XVIII)

  • IST under US control as illustrated by fact that US as an occupying power set up IST, vetted the judges, paid all court officials, including judges, trained the judges, and explicitly ordered the judges to make decisions in some cases
  • Judge Abdel Rahman claimed that the chief defendant should be executed without trial before becoming a judge of the court
  • Judges were politically vetted
Right to be informed of charges (GCIII, art. 104 and ICCPR, art. 14(3)(a))

  • No formal or adequately defined charges until seven months into the trial at the end of prosecution case in May 2006.

  • No transcript from proceedings despite US strict video and audio coverage of proceedings with dozens of cameras and release of version of trial to media that was edited to reflect defense in worse light.

  • IST established after illegal invasion (crime of aggression) and occupation
  • IST established when courts already existed after political vetting of judges as extraordinary court in violation of international humanitarian law.

  • Trial judge, US and Iraqi heads of state , numerous Iraqi politicians said defendants guilty before trial and that they should be hung.
Right to trial without delay (ICCPR, art. 14(3)(c))

  • Defendants held for almost two years before trial started and denied access to a court to challenge their detention during this time.
Right to examine witnesses and to call witnesses under same conditions as prosecution (ICCPR, art. 14(3)(e))

  • Defense witness led-by court employees, beaten, arrested, threatened, and defense stopped from presenting witnesses
Right of appeal (ICCPR, art. 14(3)(5))

  • For 3 of 4 weeks of time for appeal trial court refused to provide written judgment, no substantive consideration of main grounds of appeal.
Right to communicate with lawyer of own choosing (ICCPR, art. 14(3)(b))

  • Senior lawyers were denied right to meet defendants until trial had started and then frequently intimidated or prevented from meeting defendants
Right to transmit correspondence (ICCPR, art. 17 and 19 and ADRDM, art. X)

  • Legal papers were vetted and often defense lawyers could not provide them to clients

Treaties: (1) (Third Geneva) Convention Relating to the Treatment of Prisoners of War (GCIII) [legally binding on US], (2) International Covenant of Civil and Political Rights (ICCPR) [Legally binding on US and continues to apply in Iraq as no US derogation], (3) American Declaration on the Rights and Duties of Man (ADRDM) [This has been found by the Inter-American Commission on Human Rights to reflect the customary international law that is legally binding on the US].

George Bush should come under the same scrutiny as Saddam Hussein

So Saddam has been executed. He was no hero or humanitarian, but a despot and butcher. However, he is the same man who received U.S. military backing (including chemical weapons) when Iraq fought Iran. He was accused of killing thousands, and his sentence is apt.

My question is this, since there are no weapons of mass destruction and more than 600,000 Iraqi civilian deaths post the U.S. invasion, when will George W. Bush face the same scrutiny? Will he walk the 13 steps?

Do not expect equal justice. The United States is the same country that does not support the International Criminal Court, yet appeals to it when it suits its purpose. The travesty in Iraq proves that those with the military might rule with their false reasoning, fronting vested interests, and are not subject to the same morality and standards which they espouse.

What a joke of a war, a mess, a shame. What a sad world we live in. George W. Bush, this is your legacy. History will not remember you kindly.

BAGHDAD, Janaury 8, 2006 – A new video of Saddam Hussein’s corpse, with a gaping neck wound, was posted on the Internet early Tuesday, the second leaked release of clandestine pictures from the former leader’s hanging.

The video appeared to have been taken with a camera phone, like the graphic video of the hanging which showed guards taunting Saddam in the final moments of his life.

The footage pans up the shrouded body of the former leader from the feet. It apparently was taken shortly after Saddam was executed and placed on a gurney. He was hanged shortly before dawn on Dec. 30.

As the panning shot reaches the head region, the white shroud is pulled back and reveals Saddam’s head and neck.

His head is unnaturally twisted at a 90 degree angle to his right. It shows a gaping bloody wound, circular in shape, about an inch below his jaw line on the left side of his neck. His left cheek is marked with red blotches, and there is blood on the shroud where it covered his head.

The newest video leak was likely to increase the angry reaction over the way the execution was carried out. There already has been a global outcry about the undignified manner in which the Shiite-dominated government hanged Saddam, a Sunni.

The 27-second video was posted on an Iraqi news Web site that is known to support Saddam’s outlawed Baath Party.

“A new film of the late immortal martyr, President Saddam Hussein,” the web site said in a headline over a link to the video.

Voices could be heard on the video. As the shroud is pulled back, one voice says, “Hurry up, hurry up. I’m going to count from one to four. One, two … . Hurry up you’re going to get us into a catastrophe.”

Then another voice, apparently the man taking the pictures, says, “Just one second, just one second, Abu Ali. I’m about finished.”

Then a third voice says, “Abu Ali, you take care of this.”

It was the second clandestine video to have leaked, the first showing Saddam being taunted in his final moments. That clandestine video showed the former leader dropping through the gallows floor as he offered chanted prayers. It ends with his dead body swinging at the end of a rope.

The hanging video was in sharp contrast with an official video that was broadcast not long after Saddam’s execution which showed him standing silently on the gallows as the noose was put around his neck. The official video was muted.

The leaked hanging video, however, was shot from the floor of the gallows chamber, looking up at Saddam. Voices could be heard taunting him with cries of “Muqtada, Muqtada, Muqtada,” referring to radical anti-American cleric Muqtada al-Sadr, the leader of the Shiite Mahdi Army militia and a key support of Prime Minister Nouri al-Maliki.

The prime minister pushed for Saddam to be executed before the end of 2006 and just four days after the death sentence was upheld by the appeals court. U.S. official sought to delay the execution.

Iraqi political thinker and former Baathists “Hassan Al-Allwi” said to the same satellite channel that the execution of Saddam Hussein was in the context of a political deal between the Iraqi government and a Iraqi Baath Party wing. to hold Saddam responsible for every act committed by the party against Iraq in return for the of the Baath Party and to allow the participation in power.
