It doesn’t take much imagination to foresee ‘Blackwater-style’ martial law in all of America.

“Since the totalitarian ruler conducts his policies on the assumption of an eventual world government, he treats the victims of his aggression as though they were rebels, guilty of high treason, and consequently prefers to rule occupied territories with police, and not with military forces.” 1

Pre-emptive measures have now been proposed for Hurricane Dean - which has not even happened yet. The above photo is representative of what seems to be happening to the democratic process in America.

Contempt for life

Contempt (OED). “The mental attitude in which a thing is considered of little account, or as vile and worthless. Law: Disobedience or open disrespect to the authority or the lawful commands of the sovereign, the privileges of the `Houses of Parliament or other legislative body; and esp. action of any kind that interferes with the proper administration of justice by the various courts of law; in this connection called Contempt of Court. 1621″

U.S. Contempt for life (“Stuff happens”) is rampant in Iraq, and also in Afghanistan.

Dave Lindorff (Counterpunch) writes:“And let’s be honest: this is no matter of “collateral damage.” It is a deliberate policy of terror.”

Contempt for law

Contempt of law is also a totalitarian by-product. In the U.S., this is evident in the (continuing) presence of “Gitmo;” and in the recent conviction of Jose Padilla: The Huffington Post noted, “Clearly, too, the time has come to put the entire infrastructure of an illegal, and ominous so-called war on terror on trial, and show that those who maim, humiliate, kill, and psychologically torture in the name of counterfeit, homogenized purity are the true terrorists.”

In an article no longer available on the internet, The Washington Times reported (23.05.07): “Baltimore council nixes ‘martial law’. ”Baltimore lawmakers have rejected a proposal to allow the mayor to lock down streets and close businesses in high-crime zones, the most recent attempt to curb violence in the city. The proposal, which was introduced by City Council member Robert W. Curran (D) also would have granted police extended search powers. “While I do agree that desperate times call for desperate measures, I do not agree that trampling on citizens’ civil liberties is the answer,” said council member Keifer J. Mitchell Jr., a Democrat running for mayor. “This bill gives the mayor tremendous power, tantamount to declaring martial law, and I have grave reservations about that.”

Operation Northwoods: acts of (US) terrorism that never happened

In the early 1960s, America’s top military leaders reportedly drafted plans to kill innocent people and commit acts of terrorism in U.S. cities to create public support for a war against Cuba.

Code named Operation Northwoods, the plans reportedly included the possible assassination of Cuban émigrés, sinking boats of Cuban refugees on the high seas, hijacking planes, blowing up a U.S. ship, and even orchestrating violent terrorism in U.S. cities.

From the archives: 05/01/2001: (ABC News) The plans were developed as ways to trick the American public and the international community into supporting a war to oust Cuba’s then new leader, communist Fidel Castro.

America’s top military brass even contemplated causing U.S. military casualties, writing: “We could blow up a U.S. ship in Guantanamo Bay and blame Cuba,” and, “casualty lists in U.S. newspapers would cause a helpful wave of national indignation.”

Details of the plans are described in Body of Secrets (Doubleday), a new book by investigative reporter James Bamford about the history of America’s largest spy agency, the National Security Agency. However, the plans were not connected to the agency, he notes.

The plans had the written approval of all of the Joint Chiefs of Staff and were presented to President Kennedy’s defense secretary, Robert McNamara, in March 1962. But they apparently were rejected by the civilian leadership and have gone undisclosed for nearly 40 years.

“These were Joint Chiefs of Staff documents. The reason these were held secret for so long is the Joint Chiefs never wanted to give these up because they were so embarrassing,” Bamford told ABCNEWS.com.

“The whole point of a democracy is to have leaders responding to the public will, and here this is the complete reverse, the military trying to trick the American people into a war that they want but that nobody else wants.”

The documents show “the Joint Chiefs of Staff drew up and approved plans for what may be the most corrupt plan ever created by the U.S. government,” writes Bamford.

The Joint Chiefs even proposed using the potential death of astronaut John Glenn during the first attempt to put an American into orbit as a false pretext for war with Cuba, the documents show.

Should the rocket explode and kill Glenn, they wrote, “the objective is to provide irrevocable proof . that the fault lies with the Communists et all Cuba [sic].”

The plans were motivated by an intense desire among senior military leaders to depose Castro, who seized power in 1959 to become the first communist leader in the Western Hemisphere – only 90 miles from U.S. shores.

The earlier CIA-backed Bay of Pigs invasion of Cuba by Cuban exiles had been a disastrous failure, in which the military was not allowed to provide firepower.The military leaders now wanted a shot at it.

“The whole thing was so bizarre,” says Bamford, noting public and international support would be needed for an invasion, but apparently neither the American public, nor the Cuban public, wanted to see U.S. troops deployed to drive out Castro.

Reflecting this, the U.S. plan called for establishing prolonged military – not democratic – control over the island nation after the invasion.

“That’s what we’re supposed to be freeing them from,” Bamford says. “The only way we would have succeeded is by doing exactly what the Russians were doing all over the world, by imposing a government by tyranny, basically what we were accusing Castro himself of doing.”

‘Over the Edge’

The Joint Chiefs at the time were headed by Eisenhower appointee Army Gen. Lyman L. Lemnitzer, who, with the signed plans in hand made a pitch to McNamara on March 13, 1962, recommending Operation Northwoods be run by the military.

Whether the Joint Chiefs’ plans were rejected by McNamara in the meeting is not clear. But three days later, President Kennedy told Lemnitzer directly there was virtually no possibility of ever using overt force to take Cuba, Bamford reports. Within months, Lemnitzer would be denied another term as chairman and transferred to another job.

The secret plans came at a time when there was distrust in the military leadership about their civilian leadership, with leaders in the Kennedy administration viewed as too liberal, insufficiently experienced and soft on communism. At the same time, however, there real were concerns in American society about their military overstepping its bounds.

There were reports U.S. military leaders had encouraged their subordinates to vote conservative during the election.

And at least two popular books were published focusing on a right-wing military leadership pushing the limits against government policy of the day. The Senate Foreign Relations Committee published its own report on right-wing extremism in the military, warning a “considerable danger” in the “education and propaganda activities of military personnel” had been uncovered. The committee even called for an examination of any ties between Lemnitzer and right-wing groups. But Congress didn’t get wind of Northwoods, says Bamford.

“Although no one in Congress could have known at the time,” he writes, “Lemnitzer and the Joint Chiefs had quietly slipped over the edge.”

Even after Lemnitzer was gone, he writes, the Joint Chiefs continued to plan “pretext” operations at least through 1963.

One idea was to create a war between Cuba and another Latin American country so that the United States could intervene. Another was to pay someone in the Castro government to attack U.S. forces at the Guantanamo naval base – an act, which Bamford notes, would have amounted to treason. And another was to fly low level U-2 flights over Cuba, with the intention of having one shot down as a pretext for a war.

“There really was a worry at the time about the military going off crazy and they did, but they never succeeded, but it wasn’t for lack of trying,” he says.

Ironically, the documents came to light, says Bamford, in part because of the 1992 Oliver Stone film JFK, which examined the possibility of a conspiracy behind the assassination of President Kennedy.

As public interest in the assassination swelled after JFK’s release, Congress passed a law designed to increase the public’s access to government records related to the assassination.

The author says a friend on the board tipped him off to the documents.

Afraid of a congressional investigation, Lemnitzer had ordered all Joint Chiefs documents related to the Bay of Pigs destroyed, says Bamford. But somehow, these remained.

“The scary thing is none of this stuff comes out until 40 years after,” says Bamford.

Vice President Cheney‘s office acknowledged for the first time yesterday that it has dozens of documents related to the administration’s warrantless surveillance program, but it signaled that it will resist efforts by congressional Democrats to obtain them.

The disclosure by Cheney’s counsel, Shannen W. Coffin, came on the day that the Senate Judiciary Committee had set as a deadline for the Bush administration to turn over documents related to the wiretapping program, which allowed the National Security Agency to monitor communications between the United States and overseas without warrants.

White House counsel Fred F. Fielding has also declined to turn over any documents about the program, telling lawmakers last week that more time was needed to locate records that might be responsive to the panel’s subpoenas.

The committee’s chairman, Sen. Patrick J. Leahy (D-Vt.), said yesterday that he will pursue contempt proceedings against administration officials if the documents are not produced.

“When the Senate comes back in the session, I’ll bring it up before the committee,” Leahy told reporters yesterday. “I prefer cooperation to contempt. Right now, there’s no question that they are in contempt of the valid order of the Congress.”

Administration spokesman Tony Fratto said in a statement that Fielding “is seeking to reach an accommodation” with lawmakers but that responding to the subpoenas will take more time.

“We have approached these discussions in a positive way that will not take us down the path of confrontation,” Fratto said.

The dispute over NSA records is the latest in a series of battles between the Bush administration and Congress this year over access to witnesses and documents, including those sought in the continuing investigations by the House and Senate Judiciary committees into last year’s firings of nine U.S. attorneys by the Justice Department.

In that case, the White House has asserted that the documents and witness testimony sought by Congress would improperly disclose internal deliberations, and thus are protected by a legal concept known as executive privilege.

Both Coffin and Fratto indicated that the administration is considering a similar argument in relation to the NSA program.

Nonetheless, Coffin identified by date a series of memos and orders that “may be responsive” to the Senate committee’s demands. They include 43 separate authorizations from President Bush for the program, which had to be renewed approximately every 45 days beginning on Oct. 4, 2001.

The letter also lists dates, from October 2001 through February 2005, for 10 legal memoranda from the Justice Department. Although Cheney’s office has copies of the memos, none of them “was rendered to the Office of the Vice President,” Coffin wrote.

The disclosure of the existence of the documents and their dates sheds new light on some events surrounding the NSA program, including a now-famous legal dispute in March 2004. A half-dozen senior Justice officials threatened to resign if the White House did not agree to change parts of the program that Justice lawyers had determined were illegal. Coffin’s letter indicates that Bush signed memos amending the program on March 19 and April 2 of that year. The details of the dispute have never been revealed publicly.

KHAN YOUNIS, (PIC)– IOF special units afternoon Tuesday executed three Palestinian resistance fighters in Qarara north of Khan Younis city shortly after escaping an air raid that targeted them, PIC correspondent reported.

He said that an IOF warplane fired a missile at the Quds Brigades members in the area but only one was wounded and the others escaped unharmed. However, he added that an IOF special unit that was near to the scene attacked and executed the survivors.

Clashes took place and the IOF unit arrested a fourth resistance fighter who was wounded in the raid and carried him to the Kissufim military position.

The Quds Brigades, the armed wing of the Islamic Jihad Movement, mourned the three fighters and vowed an “earthshaking” reprisal. Abu Ahmed, the spokesman of the Brigades, charged that the IOF soldiers killed the fighters in “cold blood”.

Six of the Qassam fighters, armed wing of Hamas Movement, were murdered last night in a similar IOF air raid east of Breij refugee camp in central Gaza and a PFLP activist was killed Tuesday morning in Nablus city, bringing to ten the number of Palestinian activists killed by the IOF in less than 24 hours.

Since 9-11 reports of “suicide bombings” have increased exponentially in the news. We are led to believe by the experts that it is one of the favorite weapons of the insurgency against the occupation forces, since it is a cheap and simple way to create chaos. Hardly a day goes by without at least one bombing in Iraq or Afghanistan being immediately seized upon by the media as the work of Iraqi insurgents.

It is one thing for an insurgency to commit suicide bombings against the occupation forces, it is another thing entirely to use them to target and kill civilians. We have been brainwashed into believing that the insurgents in Iraq are such brutal, uncivilized, fanatical crazy extremists that they will anything to fight ‘freedom’ – even kill their own people.

This picture presented to us by the US government and mainstream media is so insane that Joe Quinn, in response to the massive ‘suicide’ bombings in Mosul that killed 350+ people last week, felt confident to say:

“The person who can present a convincing argument (i.e. logical and backed up with reliable data) that explains why any anti-American Arab or Islamic group, “terrorist” or otherwise, would kill hundreds of thousands of Iraqis as a response to the US occupation of Iraq, will receive a prize of 1 million USD.”

Looking at this from a historical perspective, precedence for the type of bombings in Iraq that are attributed to the insurgency or “al-Qaeda” is virtually non existent. During world war II, a number of countries were occupied by the Nazis. Countries such as France, Denmark, Norway and many others all had resistance movements who used various tactics to hamper the Nazi take over. Yet, there are no records whatsoever that the resistance fighters resorted to the mass murder of their fellow country men in an effort to evict the Nazis. Sure there was factional infighting, but nothing on the massive scale that we are seeing in Iraq. And of course, how could there be? It defies all logic.

Fast forward to the Vietnam war and here too we find no evidence that the Vietcong waged a campaign to kill their own fellow citizens as part if the fight against American forces.

Of course, there are those who would suggest that Muslims are a different breed, that they, like so many other ungrateful peoples who attempted to throw-off the chains of empire, are little more than uncivilised savages and we cannot therefore hope to understand their mentality or actions. Such an ill-informed attitude however is in no way backed up by any evidence and must therefore be dismissed for the obvious racism that it is.

When the Iraqis first fought the British Empire in the 1920′s, there was no “suicide bombings” by insurgents against Iraqis. On the contrary and according to good strategy, they united despite minor cultural and religious differences to confront the common British enemy.

Likewise in Afghanistan during the 10 year war with the Soviet union there were no instances of suicide bombings targeting Afghan civilians. Here too, the Afghan tribes united despite previous disagreements against the common aggressor.

Does no one find all of this even mildly odd? After 9-11, suddenly this bizarre phenomenon of an insurgency using suicide bombings against their own people rather than the invaders appears, as if to provide supporting evidence for the reality of the crazed “suicide bombing” hijackers that attacked America – or so the official story goes.

Could the answer be as simple as that what is being touted as suicide bombings are in fact the work of US/British/Israeli counterinsurgency teams? In Iraq, are we in fact dealing with the what are better know as “false flag operations”?

This certainly would explain a lot of the confusion over why Iraqi groups would kill their own people in response to a US invasion of their country. After all, the people who are dying by the hundreds every day in Iraq are the people who support the insurgency, and the US, British and Israeli forces in Iraq are fighting that insurgency, so who benefits from the daily mass murder of the supporters of the insurgency?

Past counterinsurgency tactics involved such things as ethnic cleansing (“draining the dam” as this tactic was known) and/or the destruction of crops like with agent orange in the case of Vietnam. But these methods had little success.

In recent years it seems that devious and deviant minds in the employ of the military industrial complex came up with much more insidious modern tactics.

Roger Trinquier, an immensely influential French counter-insurgency expert, suggested in his book Modern Warfare: A French View of Counterinsurgency (1961) (Available online here) three simple principles of Counter Insurgency:

1. separate the guerrilla from the population that supports him;

2. occupy the zones that the guerrillas previously operated from, making them dangerous for him and turning the people against the guerrilla movement;

3. coordinate actions over a wide area and for a long enough time that the guerrilla is denied access to the population centres that could support him.

Remote controlled bombings masquerading as “suicide bombings” that are carried out by the US, British and Israeli occupation forces fit these principles very neatly. By detonating bombs on a daily basis across Iraq and Afghanistan and via the propaganda organs touting them as being the work of Iraqi/Afghani “suicide bombers” belonging to the insurgency, the occupying military hopes to achieve several goals:

cut off the widespread support base that the insurgency have amongst the Iraqis

create tensions between religious lines, especially by ascribing the faked “suicide attacks” to either Shias or Sunnis.

In other words divide and conquer.

The sheer carnage shown on TV back in the West only supports the idea that the Iraqis/Afghans can’t take care of their own country without help from the occupation forces or that they are uncivilised savages. This propaganda reinforces the US government’s persistent claim that it would be dangerous to pull US troops out of Iraq and for the American military grunts on the streets of Iraq it helps them to rationalise their continued presence. Either they are trying to show a lesser class of human how to become civilised, or they are doing god’s work in wiping them out.

There is ample evidence for the inquiring reader to discover that so-called suicide bombings against civilians are not the product of the insurgency. Some will say that it is the product of “al-Qaeda”, which is true if you first clarify that “al-Qaeda” is simply a tool of the very same counterinsurgency, namely CIA/MI6/Mossad. Always ask yourself, “who benefits?”, and in this case it is pretty obvious who doesn’t benefit.

For years Israel has very effectively used ‘suicide’ bombings as a tool in the perpetration of its slow genocide of the Palestinian people, with the effect that, today, the world’s sympathy lies with the perpetrator (Israel). As a result, all peace initiatives have been stalled and the world has provided tacit if not outright approval of Israel’s covert genocidal policies.

The knowledge gained by the Israelis has certainly been passed on to the their counterparts in MI6 and the CIA as this SOTT editorial from September 2005 illustrates:

“Today in Basra, Southern Iraq, two members of the British SAS (Special Ops) were caught, ‘in flagrante’ as it were, dressed in full “Arab garb”, driving a car full of explosives and shooting and killing two official Iraqi policemen.
This fact, finally reported by the mainstream press, goes to the very heart and proves accurate much of what we have been saying on the Signs of the Times page for several years.
The following are facts, indisputable by all but the most self-deluded:
Number 1:
The US and British invasion of Iraq was NOT for the purpose of bringing “freedom and democracy” to the Iraqi people, but rather for the purpose of securing Iraq’s oil resources for the US and British governments and expanding their control over the greater Middle East.
Number 2:
Both the Bush and Blair governments deliberately fabricated evidence (lied) about the threat the Saddam posed to the west and his links to the mythical ‘al-Qaeda’ in order to justify their invasion.
Number 3:
Dressed as Arabs, British (and CIA and Israeli) ‘special forces’ have been carrying out fake “insurgent” attacks, including ‘car suicide bombings’ against Iraqi policemen and Iraqi civilians (both Sunni and Shia) for the past two years. Evidence would suggest that these tactics are designed to provide continued justification for a US and British military presence in Iraq and to ultimately embroil the country in a civil war that will lead to the breakup of Iraq into more manageable statelets, much to the joy of the Israeli right and their long-held desire for the establishment of biblical ‘greater Israel’
Coming not long after the botched London bombings carried out by British MI5 where an eyewitness reported that the floor of one of the trains had been blown inwards (how can a bomb in a backpack or on a “suicide bomber” INSIDE the train ever produce such an effect), more than anything else today’s event in Basra highlights the desperation that is driving the policy-makers in the British government.
British intelligence would do well to think twice about carrying out any more ‘false flag’ operations until they can achieve the ‘professionalism’ of the Israeli Mossad – they always make it look convincing and rarely suffer the ignominy of being caught in the act and having the faces of their erstwhile “terrorists” plastered across the pages of the mainstream media. ”

As in Israel, ‘suicide’ bombings in Iraq and Afghanistan often occur at a time that most benefits the occupiers. A recent ‘suicide’ bombing in Afghanistan illustrates this aspect well:

Seventeen civilians, a dozen of them schoolboys, were killed and 30 others wounded when a suicide bomber blew himself up near a NATO convoy in southern Afghanistan, officials said Tuesday.

The timing just couldn’t have been better. NATO had been under a lot of international pressure due to their random use of Aerial bombings with very large numbers of civilian casualties. This incident (as in most cases) harmed no troops, most victims were children. The desired effect of the bombing was described in the article:

The UN representative in Afghanistan, Tom Koenigs, was shocked.
“I am especially concerned by the reports I am seeing of a large number of children being among the dead from todays bomb,” he said in a statement.” Such utter disregard for innocent lives is staggering and those behind this must be held responsible.”

You see? The enemy is uncivilised, crazy, half human in contrast to the civilised benevolent white crusaders who sacrifice so much in the fight against evil. The article concludes:

“There have been more than 70 suicide attacks in Afghanistan this year, as compared with about 140 in all of 2006. Most are aimed at the security forces but civilians are usually the primary victims.”

It should be pointed out that these so-called suicide bombings seem to be a speciality of Western intelligence agencies and their client regimes. In recent months we have also heard a lot about suspicious suicide bombings targeting civilians in Pakistan, whose intelligence agency, ISI, has close ties to the CIA.

In Chechnya there have been 28 acts of suicide bombings from June 2000 until 2006. The difference is that these attacks were against Russian civilians and not their own people. Perhaps the defining point is that Western (US/British/Israeli) counterinsurgency teams are not involved in these attacks because they do not wish to hand the Russians a victory. Certainly suicide bombings would demonise the Chechnyan rebels and provide propaganda value to the Russians. This is not to say that Russia does not engage in its own counter-insurgency, it is just that faked suicide bombings do not appear to form a core part of their strategy.

As mentioned before, during the 10 years of Russian occupation of Afghanistan, no suicide attacks were carried out by the insurgency against the Afghan population. Why? It certainly didn’t benefit the Americans to kill Afghans who were engaged in killing Russians, the key enemy of the Americans at the time. The Americans were heavily involved in recruiting and supplying the insurgency with all kinds of military hardware. Now however, the situation is different. In Afghanistan it serves the American agenda to murder as many Afghani civilians as possible under the cloak of Taliban “suicide bombings” because it provides the justification for the troops to stay there to fight this manufactured “evil”. In Iraq, the goal is the same, with the added element of the Neocons’ desire to destroy the real Iraqi resistance by dividing and alienating them from the ordinary people that support their fight against a brutal occupier. It seems that the American, Israel and British tactic in Iraq is that if the ordinary Iraqi people will not be intimidated into accepting occupation and rejecting the real insurgency, then they will be murdered. Plain and simple.

Despite Joe Quinn’s offer of 1 million dollars then, he can rest assured that it is unlikely that he will have to go and talk to the bank anytime soon.

Many decades ago in Mein Kampf Adolf Hitler stated the following; “I believe today that my conduct is in accordance with the will of the Almighty Creator.” By now we have all had a chance to evaluate the consequences of that “will”. In 2003 an article by the Israeli newspaper Ha’aretz, quoted a Palestinian leader claiming Bush said to him; “God told me to strike at Al-Qaeda. And I struck them. And then he instructed me to strike at Saddam, which I did. And now I am determined to solve the problem in the Middle East.”

Studies conducted over the last few decades in regards to the impact of National Socialism on ordinary life in Germany during and after that period have catalogued a serious of civilian attitudes such as keeping silent, looking over one’s shoulder and feeling frightened, and have moved on to evaluate the aftermath of such attitudes and the results of accepting such extreme violence perpetrated on others. A lot of these studies have shown collective signs of guilt, depression and even collective post-traumatic stress disorder.

Added to these personal repercussions as passive supporters of the atrocities, if we look further into the outcomes of the Second World War, we can see how German people were often viewed with contempt because they were blamed for Nazi crimes. Germans visiting abroad, particularly in the 1950s and 1960s, received insults from locals, and from foreigners who may have had their families or friends live through or perish in the atrocities. Even today, in Europe and worldwide Germans are sometimes stigmatized by elderly people who experienced the atrocities committed by Nazi Germans during World War II.

So while as westerners we count the number of “our” soldiers wounded or dead as a measurement of success or failure in this immoral war, we tend to ignore the fact that all those Iraqis dead, injured or displaced are having a long-term impact on our everyday life. If we wait for our governments to decide when the killing has gone on long enough, I cannot help but wonder whether in the not so distant future, we as westerners will be facing a moral trial and the subjugate trauma attached to it. Just like the one faced by ‘innocent’ civilian Germans who once upon a time, opted to allow Hitler to flourish.

On August 10th 2007 the non-profit group Just Foreign Policy, claimed the number of Iraqis killed as a result of the US invasion stands at a shocking and sobering 1,000,985. On July 30th 2007 a report released by Oxfam and the NGO Coordination Committee in Iraq said that around 8 million Iraqis are in urgent need of water, sanitation, food and shelter, and said that more than 2 million people – mostly women and children – have been displaced within Iraq and have no reliable income, while another 2 million Iraqis have fled the country as refugees, mostly to neighbouring Syria and Jordan.

Although this traumatic event is confined to a particular country and region, its effects and implications are of such magnitude that they rank among those cultural phenomena that Max Weber, the German political economist and sociologist, once referred to as being of ³universal significance and validity.²

If we are not courageous enough to stand up for other human beings and the carnage infringed upon them by western imperialist foreign policy, maybe we can research our recent history and reflect on the consequences of such actions on “us” and “our” children. Maybe then although from a purely selfish perspective, this collective acceptance of genocide will be reversed and once again we can resume the path of peaceful democratic existence. If that is not the case, I guess we are bound to the description the French philosopher Voltaire gave of our collective apathy, when he said, ³no snowflake in an avalanche ever feels responsible.”

If that is our choice, just like humanity paid once the price for the “will” of the Almighty Creator through the actions of Hitler, we are once again bound to pay the price for the “will” of God through the actions of Bush.

AMY GOODMAN: Nir Rosen is an independent journalist and the author of In the Belly of the Green Bird: The Triumph of the Martyrs in Iraq. He is a fellow at the New America Foundation and has reported extensively from Iraq since the US-led invasion in 2003.

Earlier this year, Nir Rosen wrote a piece, a cover story for the New York Times Sunday Magazine, called “The Flight from Iraq.” He estimated up to 50,000 Iraqis were leaving their homes each month.

Nir Rosen joins us now from our firehouse studio here in New York, just returned from Beirut on Sunday night. Welcome to Democracy Now!

NIR ROSEN: Thank you.

AMY GOODMAN: Can you talk further about the refugee crisis? Again, lay out the numbers that we’re talking about inside Iraq and outside.

NIR ROSEN: Outside Iraq, we’re approaching three million refugees who have left since 2003. There were, of course, refugees who left before then, due to Saddam and other factors.

Inside, I think you have a similar number of internally displaced Iraqis fleeing their homes in mixed areas and going to more homogenous areas. Sunnis from Basra are heading to Sunni neighborhoods, Baghdad, or all the way up to Kurdistan. Shias from Diyala province are going to safer areas for Shias. Kurds from Mosul going up to Kurdistan, as well.

And a family like the one we just saw on the show is never going to go back to their home again, actually, it seems.

AMY GOODMAN: Why?

NIR ROSEN: Iraq has been changed irrevocably, I think. I don’t think Iraq even — you can say it exists anymore. There has been a very effective, systematic ethnic cleansing of Sunnis from Baghdad, of Shias –from areas that are now mostly Shia. But the Sunnis especially have been a target, as have mixed families like the one we just saw. With a name like Omar, he’s distinctly Sunni — it’s a very Sunni name. You can be executed for having the name Omar alone. And Baghdad is now firmly in the hands of sectarian Shiite militias, and they’re never going to let it go.

AMY GOODMAN: What do you think of Senator Levin calling for the Maliki and the whole government to disband?

NIR ROSEN: Well, it’s stupid for several reasons. First of all, the Iraqi government doesn’t matter. It has no power. And it doesn’t matter who you put in there. He’s not going to have any power. Baghdad doesn’t really matter, except for Baghdad. Baghdad used to be the most important city in Iraq, and whoever controlled Baghdad controlled Iraq. These days, you have a collection of city states: Mosul, Basra, Baghdad, Kirkuk, Irbil, Sulaymaniyah. Each one is virtually independent, and they have their own warlords and their own militias. And what happens in Baghdad makes no difference. So that’s the first point.

Second of all, who can he put in instead? What does he think he’s going to put in? Allawi or some secular candidate? There was a democratic election, and the majority of Iraqis selected the sectarian Shiite group Dawa, Supreme Council of Islamic Revolution, the Sadr Movement. These are movements that are popular among the majority of Shias, who are the majority of Iraq. So it doesn’t matter who you put in there. And people in the Green Zone have never had any power. Americans, whether in the government or journalists, have been focused on the Green Zone from the beginning of the war, and it’s never really mattered. It’s been who has power on the street, the various different militias, depending on where you are — Sunni, Shia, tribal, religious, criminal. So it just reflects the same misunderstanding of Iraqi politics. The government doesn’t do anything, doesn’t provide any services, whether security, electricity, health or otherwise. Various militias control various ministries, and they use it as their fiefdoms. Ministries attack other ministries

AMY GOODMAN: Which is the most powerful militia?

NIR ROSEN: Well, the various Shia ones, such as the Mahdi Army, the Badr Corps, the police, the Iraqi police, the Iraqi army. Of course, the American army is also another militia, and it’s a very powerful militia in Iraq — maybe not the most powerful. But the Mahdi Army basically controls the police and the Iraqi army. Of course, in the north the police are more in the hands of various Kurdish militias, and the army is in the hands of Kurdish militias. So it sort of depends where you are.

BAGHDAD (AP) – Suspected Shiite gunmen opened fire on a Sunni family in a religiously mixed town south of Baghdad on Tuesday, killing seven people, including a baby girl and three women, police and witnesses said.
The four gunmen broke into a house about 8:30 a.m. in the Mashroo district in Mahaweel, about 60 kilometers (35 miles) south of Baghdad, provincial police Capt. Muthanna Khalid said.

Three women, a 6-month-old girl and three men were killed and two others were wounded in a hail of bullets, Khalid said.
A witness said the baby was in her mother’s arms when both were hit by the gunfire.

The witness and other residents said those killed were from the Sunni al-Janabi tribe and they blamed Shiite militia fighters from the Mahdi Army for the killings, although the police did not comment on a motive. Allegations against the militia could not be independently confirmed.

The Mahdi Army, which is nominally loyal to radical Shiite cleric Muqtada al-Sadr but has seen factions splinter away in recent months, is active in the area and has been accused of a sectarian campaign aimed at ridding Baghdad and surrounding areas of Sunnis.

Shi‘i sectarian torture, murder spree continues, 12 more bodies found dumped in various parts of Baghdad Monday.

In a dispatch posted at 9:49pm Baghdad time Monday night, the Association of Muslim Scholars of Iraq (AMSI) reported that the puppet police retrieved the bodies of 12 more victims of sectarian murder in Baghdad on Monday.

The AMSI reported a source in the puppet police as saying that most of the bodies bore signs of torture, a trademark of the Shi‘i sectarian militias and the US-backed security forces, most of whose members are drawn from those Shi‘i militias.

Five reported killed in car bombing near Muqtada as-Sadr offices in Baghdad.

In a dispatch posted at 9:35pm Baghdad time Monday night, the Association of Muslim Scholars of Iraq (AMSI) reported that a car bomb exploded in the Madinat ath-Thawrah section of Baghdad – a district that has been nicknamed “Madinat as-Sadr” since the US occupation of Iraq.

The AMSI reported that an explosives-packed car blew up near the office of the Muqtada as-Sadr Shi‘i sectarian movement in the district on Monday afternoon – an area located near crowded markets at that hour. Five civilians were reported killed in the blast and 20 more of them wounded.

Salah ad-Din Province.
Tikrit.

In a dispatch posted at 9:50pm Makkah time Monday night, Mafkarat al-Islam reported that Iraqi Resistance forces ambushed puppet policemen on the main road in the city of Tikrit, 180km north of Baghdad on Monday.

Mafkarat al-Islam reported an officer in the puppet police as saying that armed men attacked the puppet policemen shortly after they had left their headquarters in Qal‘at Rayyash, 20km north of Tikrit. Three of the puppet policemen were killed and two more wounded in the attack.

Bayji.

Resistance men kill two puppet police lieutenant colonels in drive-by attack near Bayji.

In a dispatch posted at 9:50pm Makkah time Monday afternoon, Mafkarat al-Islam reported that Iraqi Resistance fighters in two cars ambushed and killed two high ranking officers in the puppet police in the village of al-Malihah, south of Bayji (which is some 200km north of Baghdad).

Mafkarat al-Islam reported a source in the puppet police as saying that the Resistance men attacked the unmarked car in which two brothers, both lieutenant colonels in the puppet police were driving along the main road in the village. Both officers were killed on the spot.

Samarra’.

US forces surround Samarra’ Pharmaceutical Plant, sealing 200 workers inside.

In a dispatch posted at 11:55am Baghdad time Monday morning, the Association of Muslim Scholars of Iraq (AMSI) reported that US troops surrounded the Samarra’ Pharmaceutical Factory on Sunday evening and still had the facility blockaded as midday approached on Monday.

The AMSI reported eyewitnesses as saying that the Americans had trapped about 200 workers in the factory. As of the time of reporting, no reason had been ascertained for the American action.

Diyala Province.
Ba‘qubah.

American helicopter gun ships attack town near Ba‘qubah at dawn Monday, killing 10, wounding 12 villagers.

In a dispatch posted at 2:44pm Makkah time Monday afternoon, Mafkarat al-Islam reported that US helicopters struck al-Bu ‘Abdi, a town 35km north of Ba‘qubah at dawn Monday, killing 10 Iraqi civilians and wounding 12 more of them.

Mafkarat al-Islam reported a source in the puppet police as saying that the American helicopter gun ships attacked the little town area near Ba‘qubah, which is 65km northeast of Baghdad, destroying several houses. One witness in the area said that the residents of the village awoke at dawn to the sound of explosions that sent them rushing to the scene, where they found that the Americans had carried out another massacre.

Several bodies had been pulled out from under the rubble at the time of reporting, but the Americans had so far given no explanation for the deadly attack.

Al-Miqdadiyah.

Resistance fighters battle US troops in al-Miqdadiyah.

In a dispatch posted at 10:25am Baghdad time Monday morning, the Association of Muslim Scholars of Iraq (AMSI) reported that fighting raged between Iraqi Resistance forces and US troops on the east side of al-Miqdadiyah, 85km northeast of Baghdad, during Sunday-Monday night.

The AMSI reported a source in the puppet police said that armed men attacked a US patrol in the al-‘Askari neighborhood of al-Miqdadiyah, sparking a firefight in which light and medium weapons were used. Afterwards the Alban Tazah (Fresh Milk) company was the target of a mortar barrage.

The source added that the Americans believed that the Resistance men had taken cover inside the dairy and therefore attacked it. The US bombardment destroyed the dairy and sent plumes of smoke rising over the scene.

Babil Province.
Al-Iskandariyah.

Resistance attacks damage two US military vehicles south of Baghdad Sunday night.

In a dispatch posted at 11:57am Baghdad time Monday morning, the Association of Muslim Scholars of Iraq (AMSI) reported that an Iraqi Resistance bomb exploded by a US column near Bridge No. 19 on the highway that runs past al-Iskandariyah, 40km south of Baghdad on Sunday night.

The AMSI reported a source in the puppet “Scorpion Brigade” as saying that the blast destroyed an American military vehicle.

Another Iraqi Resistance bomb went off by another American patrol near Bridge No. 17 south of Baghdad at 10:30pm Sunday night. AMSI reported a “Scorpion Brigade” source as saying that the explosion on the highway south of Baghdad left one American Humvee ablaze and the US troops inside injured, according to puppet police who witnessed the incident.

Al-Muthanna Province.
As-Samawah.

Puppet governor of al-Muthanna Province killed in bomb blast in as-Samawah Monday morning in turf war between rival Shi‘i sectarians vying for control of southern Iraq.

In a dispatch posted at 10:22am Baghdad time Monday morning, the Association of Muslim Scholars of Iraq (AMSI) reported that a bomb exploded by the motorcade in which the puppet governor of al-Muthanna Province, Muhammad ‘Ali Hasan al-Hassani was riding through the city of as-Samawah Monday morning.

The AMSI reported a source in the puppet security forces in the city as saying that the Governor al-Hassani was killed in the attack which took place as he was on his way to his headquarters in the city.

Following the assassination, a curfew was imposed on al-Muthanna Province.

Muhammad ‘Ali al-Hassani had served the American occupation as “Governor” of al-Muthanna Province since October 2003. He was a leader of the Supreme Iraqi Islamic Council (SIIC), a key pro-American Shi‘i sectarian fundamentalist movement led by ‘Abd al-‘Aziz al-Hakim. The 30,000-man armed militia of the SIIC – the Badr Brigade joined US troops in the invasion of Iraq and then formed the core around which the Americans constructed their puppet security system in the country.

In a dispatch posted on its website Monday, Quds Press reported that al-Hassani took a strong stand against the rival Shi‘i sectarian Jaysh al-Mahdi militia, helping US forces to crack down on the followers of sectarian cleric Muqtada as-Sadr a little over two months ago. With the help of al-Hassani dozens of Jaysh al-Mahdi gunmen were arrested as were numerous employees of the Muqtada as-Sadr office in the city.

Sources in as-Samawah told Quds Press that members of the puppet security forces (many of whom are simultaneously members of either the Jaysh al-Mahdi or the Badr Brigades) were believed to have been involved in the assassination.

Quds Press reported that the Jaysh al-Mahdi had been circulating leaflets in al-Muthanna Province threatening the puppet governor and members of the city council, blaming them for the arrests of the Jaysh al-Mahdi members earlier in the year.

Observers quoted by Quds Press said that the whole of southern Iraq was likely to ignite in a large scale turf war between rival Shi‘i fundamentalist sectarian militias as they battle for control of that part of the country as Britain and the US reduce their presence in the area. As-Samawah and ad-Diwaniyah have witnessed intermittent clashes between the Jaysh al-Mahdi and Badr Brigades in recent days following the assassination of the puppet governor of ad-Diwaniyah. Jalil Hamzah, the puppet regime’s chief administrator in ad-Diwaniyah died in the explosion of a device identical to that which killed al-Hassani on Monday – a type of explosive device that is said to be made in Iran.

Kirkuk.

Resistance bomb wounds six puppet policemen in Kirkuk Monday evening.

In a dispatch posted at 9:49pm Baghdad time Monday night, the Association of Muslim Scholars of Iraq (AMSI) reported that an Iraqi Resistance bomb exploded by a patrol of puppet “Emergency Police” on Baghdad Road in the northern city of Kirkuk on Monday evening.

The AMSI reported a source in the puppet police as saying that the bomb, which went off near the Shayma’ Candy shops, wounded six of the puppet policemen, who were taken to hospital for treatment.
