1,245 Secret CIA Flights Revealed by European Parliament

Brian Ross and Maddy Sauer Report:

The CIA flew 1,245 secret flights into European airspace, according to a European Parliament draft report obtained by ABC News.

The report is the result of a year-long investigation into secret CIA “extraordinary rendition” flights and prisons in Europe.

No European country has officially acknowledged being part of the program.

But citing records from an informal meeting of European and NATO foreign ministers last December that included Secretary of State Condoleezza Rice, the Parliament’s draft report concludes “member states had knowledge of the programme of extraordinary rendition and secret prisons.”

The report said the recently fired head of Italian intelligence, General Nicolo Pollari, “concealed the truth” when he appeared before the Parliament’s investigating committee and stated “that Italian agents played no part in any CIA kidnapping.”

The report detailed the involvement of many European countries in what it called the CIA’s “illegal” program.

It listed the number of CIA flights, or stopovers, it found in a number of countries.

1. Italy: 46 stopovers.

2. United Kingdom: 170 stopovers.

3. Germany: 336 stopovers.

4. Spain: 68 stopovers.

5. Portugal: 91 stopovers.

6. Ireland: 147 stopovers.

7. Greece: 64 stopovers

8. Cyprus: 57 stopovers.

9. Romania: 21 stopovers.

10. Poland: 11 stopovers.

A new amendment to the Israeli Citizenship and Entry Law is meeting with opposition from the entire left section in the Knesset… both Jews and Palestinians.
The new amendment, if passed, will divide even more families than are already suffering. It is not specifically aimed at Arabs (so they say) but at all non Jews…. this to make it appear not racist. Perhaps in the minds of demented racists that logic works… not to anyone with a sense of reality and justice.
The new amendment is racist and must be defeated…. if not, Israel takes yet another step backwards into oblivion.

Amendment to citizenship law rapped across political spectrum By Shahar Ilan and Gideon Alon, Haaretz Correspondents
Sharp criticism was voiced across the political spectrum on Wednesday at the Knesset Internal Affairs and Environmental Committee over a proposed amendment to the Citizenship and Entry Law, which would obligate anyone without a valid residency permit to leave the country for a cooling-off period of one to five years.

Most non-residents seeking legal status are in the country illegally and since the Interior Ministry’s population registry – the body that issues permits, visas and citizenship – makes it very hard for non-Jews to obtain residency permits. The amendment would therefore affect tens of thousands of families with at least one non-resident member.

If passed, the amendment could revolutionize the enforcement of immigration policy, further shut the gates of entry to non-Jews and greatly damage the right of Israelis to choose their life partners.

MK Raleb Majadele(Labor), chairman of the committee, asked the Interior Ministry to send statistics describing the population that the amendment would most likely affect.

Meretz Chairman Yossi Beilin said he was ashamed of the Justice Ministry for supporting such a proposal. “How can the ministry defend such a racist amendment? A devilish brain is behind this amendment,” Beilin said
MK Yoram Marciano (Labor) said, “We must prohibit such a bad law from passing,” while MK Jamal Zahalka (Balad) said, “This is an unprecedented catastrophe. The government caused them to be illegal residents without their consent.”

MK Dov Khenin (Hadash) said, “There is nothing positive about this law. It hurts a long line of people.”

MK Marina Solodkin (Kadima) said “The law will disrupt the normal lives of the people in the country.”

In addition, MK Yitzhak Aharonovich (Yisrael Beiteinu) said he would demand that the law not apply to immediate family members.

The government has simultaneously proposed extending the Citizenship and Entry Law by two years, until the end of 2008, despite the harsh criticism leveled at it by the High Court of Justice.

The current temporary order is valid until January 16, 2007, and must either be extended or replaced before that date. Last week, the interior ministry’s legal adviser, Yehuda Zameret, issued a memorandum of the new draft law.

The government seeks to expand the law to cover several “threatening states,” presumably mainly Arab and Muslim countries.

The bill gives Israel the right to reject an applicant who meets all the criteria “if in the applicant’s country of residency or if within his vicinity of residence activities liable to endanger the security of the State of Israel or its citizens take place.” This clause ostensibly gives Israel the right to reject any resident of the Palestinian Authority or any Arab country.

The Hadash Party submitted a motion of no-confidence to the government Wednesday because of the government’s intention of extending the law. MK Mohammed Barakeh said that, “The government has decided to worsen the law to a racist direction, using excusing that have no basis.”

REITERATES CONCERNS REGARDING
SADDAM HUSSEIN TRIAL

The Working Group on Arbitrary Detention issued the following statement following its forty seventh session, which ended on 24 November:

Following the recent conclusion of Mr. Saddam Hussein Al-Tikriti’s first trial before the Iraqi High Tribunal, the Working Group decided at the end of its forty-seventh session, held in Geneva from 15 to 24 November 2006, to reiterate its concerns expressed in its Opinion N° 31/2006 of 1 September 2006. In this Opinion the Working Group considered that the non-observance of the relevant international standards during Mr. Hussein’s trial was of such gravity as to confer Mr. Hussein’s deprivation of liberty an arbitrary character.

“The Working Group deems it necessary to issue this statement at this time, since it cannot be excluded that the death penalty imposed upon Mr. Hussein would be carried out before the Opinion is published in its annual report to the Human Rights Council.

“The Working Group was seized by a communication on behalf of Mr. Hussein, in which complaints about his allegedly unlawful detention had been put forward, whereupon the Working Group delivered two Opinions on this case.

Its first Opinion (N° 46/2005), rendered on 30 November 2005, was rather procedural in nature. In this Opinion the Working Group took the position that it would not assess the lawfulness of Mr. Hussein’s detention between 13 December 2003 and 30 June 2004, since the deprivation of liberty during this period took place in an ongoing international armed conflict, and the United States Government recognised that the Geneva Conventions apply to individuals captured in the conflict in Iraq. Furthermore, the Working Group considered that it would be premature to take a position on the arbitrariness of Mr. Hussein’s deprivation of liberty, since the procedural flaws asserted, amounting to a violation of his right to fair trial could be, in principle, redressed during the subsequent stages of the proceeding. In this Opinion the Working Group invited the Governments of Iraq and the United States, to which the complaints in the communication were addressed, to file additional information.

In its second and final Opinion (N° 31/2006), rendered on 1 September 2006, the Working Group concluded that the deprivation of liberty of Mr. Hussein is arbitrary, being in contravention of Article 14 — on the right to fair trial — of the International Covenant on Civil and Political Rights (ICCPR), a binding international treaty, to which both Iraq and the United States are parties. The Opinion set out a series of grave procedural flaws, such as, amongst others, the lack of independence and impartiality of the tribunal, which heard the case, the lack of respect for his right to have adequate time and facilities to prepare his defence, the restrictions on his right to access to defence lawyers and on the possibility to obtain the attendance and examination of witnesses on his behalf.

“In this context the Working Group invited the Governments of Iraq and the United States to consider whether a trial of the former Head of State in conformity with international standards is at all possible under the current conditions in Iraq, or whether the case should rather be referred to an international tribunal.

“The Working Group clarified in its Opinion that it does not request the release of Mr. Hussein. What it recommends to the two Governments is that the serious procedural shortcomings are redressed and that the situation of Mr. Hussein be brought in conformity with the principles of the Universal Declaration on Human Rights and with the provisions of the ICCPR.

“The Working Group also urges the Iraqi Government to refrain from carrying out the sentence of death by hanging imposed in a proceeding, which does not meet applicable basic standards of a fair trial.

“The text of the Working Group’s Opinion 31/2006 will be available after the publication of its annual report to the Human Rights Council”.

Resistance announces “helicopter massacre”

The downing of two Black Hawk and one Apache helicopter near al-Fallujah on Monday night

In a dispatch posted at 11:06am Makkah time Tuesday morning, Mafkarat al-Islam reported that Iraqi Resistance fighters carried out what amounts to a “helicopter massacre” on Monday night, shooting down three US aircraft in the area of al-Karmah, 7km east of al-Fallujah. The downing came shortly after Resistance fighters brought down a US F-16 fighter-bomber with a Strela rocket in the same general vicinity at 1:30pm Monday afternoon.

The correspondent for Mafkarat al-Islam reported residents of the Ibrahim ibn ‘Ali district as saying that the Resistance mounted their assault on the American aircraft in retaliation for the massacre committed by US aircraft when they first struck two civilian homes and then attacked the funeral service for the villagers killed in the first raid on Thursday, 23 November.

So on Monday night Resistance fighters shot down two Black Hawk and one Apache helicopter, bringing them all down with Strela (SAM-1) rockets in what was dubbed the “helicopter massacre.” The downing was announced in a communiquĂ© published on the Internet by two Iraqi Resistance organizations – the Army of the Mujahideen and the Mujahideen Shura Council – who also claimed responsibility for bringing down the F-16 on Monday afternoon.

Some news services reported the news of the downing of the helicopters as “unconfirmed” and the US military denied that any had been lost. But the Mafkarat al-Islam correspondent found a large number of witnesses who related the details of the shooting down of the three American choppers.

” On September 7, 2006 the BBC showed a special anniversary program for the anniversary of 911 events. The show was called “911: The TwinTowers”. The video is of great significance as you can see and hear the Tower being demolished and hear the sequence of charges.

The sound allegedly has not been enhanced in any way and is even distorted by the Google encoding yet sets itself in accord with the testimony of most eyewitness testimony. That includes testimony from the FDNY firefighters.

The building had 114 floors and took approximately 10 seconds to collapse. In this video fourteen explosions can be heard in a period of 5 seconds dispelling any belief in a “pancake theory”.

While more and more evidence piles up and the floodgates are ready to burst one ponders what it will take for the people to finally get up and kick the people subverting the indictments into jail. Instead we note that they have now been promoted to higher positions of power/ they have passed more draconian laws stripping more freedoms and liberties in the belief that it will save us from the invisible enemy who cannot be killed.

Entire suburbs of Baghdad are attacked by the militias and police of the sectarian government: Adhamiyah, Al-Jihad, Ghazaliyah, Al-Amiriyah, Al-Huriyah, Al-Suleikh, Al-Saidiyah, Haifa Street, Al-Baladiyat, Al-Durah, Palestine Street 


The attacks aim to stop the spreading resistance to occupation. Now the resistance is everywhere: in the north, middle and the south. It encompasses all the Iraqi populations: Arabs, Shias, Sunnis, Turkomen, seculars, Kurds, Assyrians and other Christians, and Sabbits and Yaziids.

The occupation has no future in Iraq. Though defeated, the occupation refuses to accept its defeat until it has tried all. It seems the US administration thinks a civil war will save its reputation and plans.

US strategists try to forget that killing civilians is a political and moral crime and banned under international law, whoever the doer and whatever the cause. Qualifying civilian deaths as civil war does not lift the responsibility of the local, regional or international forces that are responsible before law for stopping it.

The genocidal killings, the collective punishments, and the crimes against humanity committed over recent days in Baghdad by the sectarian militias participating in the government, and with the participation of the government’s police and the complicity of the occupation, must be stopped.

The US, instead of accepting the evident reality that only the national popular resistance — armed, political and civil — has the power and the legitimacy to bring stability, democracy and peace to Iraq, is trying to escape this reality by diverting eyes from the tragic situation to its diplomatic moves with Syria and Iran.

The US cannot escape the reality of its responsibility in the destruction of Iraq as a nation and state. It is the US that tried to build, since the invasion, an artificial Iraqi state based not on citizenship — the guiding attribute of all modern states, including Iraq since 1925 — but a state based on ethnic and sectarian principles.

The US forgot that Iraq cannot be divided; that its Arabo-Muslim identity is a cultural and geopolitical reality, and that a modern state cannot be built but on the principle of citizenship free from all discrimination. Its talk of civil war is hypocritical. It does everything to ignite it.

The entire international community, and especially the neighbours of Iraq, have a moral, political and economic interest in yielding Iraq to Iraqis, in defending its unity and integrity, and helping Iraq rid itself of the occupation and realise the sovereignty of its land, resources and destiny.

Urgent action!

We call on all institutions, governmental and non-governmental, the world over to oppose the escalating terror confronting the Iraqi people.

Trade unions, educational institutions, parliaments, rights groups and ordinary people can raise their voices to stop the gathering tragedy as the occupation and its local clients wager the life of Iraqis for their political skins.

Only the end of occupation can end these atrocities. End it now!

UN Report Says Afghan Government Protect Drug Traffickers

KABUL (AP)–Afghanistan’s criminal underworld has compromised key government officials who protect drug traffickers, allowing a record opium trade that won’t be stamped out for a generation to flourish, an ominous new U.N. report released Tuesday said.

The fight against opium production has so far achieved only limited success, mostly because of corruption, the joint report from the World Bank and the United Nations Office on Drugs and Crime said.

The findings show a “probability of high-level (government) involvement” in drugs, said Doris Buddenberg, the UNODC’s Afghanistan representative and co- editor of the report.

The report in particular presented a strong indictment of the Ministry of Interior, which runs the country’s police, and said Afghanistan’s criminal underworld couldn’t operate without the support of the political “upperworld.”

“The majority of police chiefs are involved,” one senior police officer told the report’s authors on condition of anonymity. “If you are not, you will be threatened to be killed and replaced.”

Without naming officials, the report said it was possible that powerful interests in the Ministry of Interior are appointing district police chiefs “to both protect and promote criminal interests.”

The result is a “complex pyramid of protection and patronage, effectively providing state protection to criminal trafficking activities.”

The spokesman for the counter-narcotics ministry said there is no evidence that high-ranking officials are involved in Afghanistan’s drug trade.

“If there is evidence we welcome the evidence and the arrest will be on the spot,” Zalmai Afzali said.

Poppy cultivation and the heroin it produces has become a major problem in this war-torn country, providing funds for a rising Taliban insurgency that has caused the deaths of more than 3,700 people this year.

Opium cultivation in Afghanistan rose 49% this year to 6,100 tons – enough to make 610 tons of heroin, nearly a third more than the world’s drug users consume. The harvest provided more than 90% of the world’s opium supply and was worth more than US$3.1 billion.

Gen. Khodaidad, Afghanistan’s deputy minister for counter-narcotics, told The Associated Press that next year’s harvest will be as large as last year’s in several key southern provinces where Taliban militants have a heavy presence. A U.S. official has also told AP he expects next year’s yield to be about the same.

The 210-page report, titled “Afghanistan’s Drug Industry,” is a first-of-its- kind comprehensive assessment of the country’s drug production, from poppy- growing farmers to international drug traffickers.

Barnett Rubin, director of studies and senior fellow at New York University’s Center on International Cooperation, said his research has led to many of the same conclusions as the report’s.

“There are many cases where honest prosecutors or police chiefs try to do something about corruption, and they say they receive phone calls from very high officials in Kabul saying to leave the people alone,” said Rubin, an expert on Afghanistan.

Like the report, Rubin said he couldn’t name names. “Getting indictable evidence is very, very difficult,” he said. “I’m not mentioning any individual’s name to you because I don’t want to be sued or bumped off.”

Interior Ministry spokesman Zemeri Bashary said the ministry was reforming its process for selecting police chiefs.

“At the moment we don’t have any problems with our police chiefs,” he said. ” If the government is saying that poppy cultivation is prohibited, so they are obliged to implement the orders of the government.”

Instead of sustained declines in cultivation, successful efforts to reduce poppy growing in one province often leads to increases elsewhere, the report found.

“History teaches us that it will take a generation to render Afghanistan opium-free,” said Antonio Maria Costa, executive director of UNODC. “Those driving the drug industry must be brought to justice and officials who support it sacked.”

Poppies take up less than 4% of the total cultivated area in Afghanistan, and most districts do not grow opium, the report said. But the US$3.1 billion export value of last year’s crop accounted for around one-third of total economic activity in the country, and about 13% of Afghans are involved in the trade.

The report says there is also a need to curtail demand. The major consumers of Afghanistan’s opium are Iran, Pakistan, the U.K., Italy, Spain and Germany, Buddenberg said.

Rubin said the report shows the international community’s approach to the drug fight here is wrong.

“It should focus its efforts to remove big drug money from the political process,” he said. “But instead what we have done is put big drug traffickers in positions of power, failed to take or support strong actions against them while we attack the livelihoods of small farmers and laborers through eradication, and they then turn to the Taliban or warlords for protection.”

US carried out madrasah bombing

THE bombing of a Pakistani madrasah last month, in which 82 students were killed, was carried out by the United States, a Pakistani official has admitted. The madrasah in the tribal agency of Bajaur was bombed during a visit to Pakistan by the Prince of Wales amid allegations that it was being used to train suicide bombers.

“We thought it would be less damaging if we said we did it rather than the US,” said a key aide to President Pervez Musharraf. “But there was a lot of collateral damage and we’ve requested the Americans not to do it again.”

The Americans are believed to have attacked after a tip-off that Ayman al-Zawahiri, the deputy leader of Al-Qaeda, was present. GENEVA — The United Nations said Wednesday that 3,709 Iraqi civilians were killed in October, the highest monthly toll since the 2003 U.S. invasion.

The toll came in the latest UN report on human rights in Iraq, covering September and October, according to Said Arakat, spokesman for the U.N. Assistance Mission in Iraq. The new toll exceeds the previous monthly high, of 3,590 in July. That earlier figure, an average of more than 100 a day, was termed “unprecedented” by the UN.
