March 16, 2009 (CBS) The United States engaged in acts of torture and “cruel, inhuman and degrading treatment” upon prisoners held at secret detention sites operated by or in conjunction with the CIA, according to details from a secret report by the International Committee of the Red Cross (ICRC). Such acts constitute violations of the United Nations’ Convention Against Torture and the Geneva Conventions, the Red Cross said. The ICRC is the appointed legal guardian of the Geneva Conventions and oversees the treatment of prisoners of war.

The International Committee of the Red Cross concluded in a secret report that the Bush administration’s treatment of al-Qaeda captives “constituted torture,” a finding that strongly implied that CIA interrogation methods violated international law, according to newly published excerpts from the long-concealed 2007 document.

The report, an account alleging physical and psychological brutality inside CIA “black site” prisons, also states that some U.S. practices amounted to “cruel, inhuman or degrading treatment.” Such maltreatment of detainees is expressly prohibited by the Geneva Conventions.

The findings were based on an investigation by ICRC officials, who were granted exclusive access to the CIA’s “high-value” detainees after they were transferred in 2006 to the U.S. detention camp at Guantanamo Bay, Cuba. The 14 detainees, who had been kept in isolation in CIA prisons overseas, gave remarkably uniform accounts of abuse that included beatings, sleep deprivation, extreme temperatures and, in some cases, waterboarding, or simulating drowning.

A roadside bomb attack in eastern Afghanistan has killed four U.S. soldiers.

The NATO-led ISAF (International Security Assistance Force) confirmed the report Sunday.

Also Sunday, another ISAF soldier was killed by an insurgent attack in southern Afghanistan. The nationality of that soldier has not been disclosed. It is ISAF policy not to release the nationality of any casualty prior to the relevant national authority doing so.

A total of 13 ISAF and Afghan soldiers were killed on the weekend.

Taliban insurgents reportedly claimed responsibility for the roadside bomb that killed the four U.S. soldiers. The attack occurred as a convoy was traveling in the province of Nangarhar.

On Saturday a French soldier and five Afghan troops were killed in a gun battle with militants in Kapisa province. A British soldier died in an explosion in southern Afghanistan, while another ISAF soldier, whose nationality was not disclosed, was killed in a traffic accident in the north of the country.

Violence has flared in war-torn Afghanistan in recent months prompting the U.S. to deploy several thousand additional soldiers to the country in an attempt to stabilize the security situation.

The troops were patrolling in the district when they caught up by the explosion, said British Defense Ministry in a statement. Yesterday, another British soldier was killed in a similar roadside bomb in Helmand, a desert province that remains a heartland of the Taliban-led insurgency. BAGHDAD (AP) — The U.S. military says an American soldier has been killed in action in Baghdad.

A statement from the U.S. command says the soldier died Monday of “combat-related injuries” while on patrol in the Iraqi capital.

No further details were released.

It was the first combat death reported in Baghdad this month and the first among U.S. forces nationwide since March 7 when a soldier was killed in the Tikrit area.

A 12 year old Iraqi girl was killed today when US forces fired “warning shots” at a vehicle in Nineveh Province. The press release said the girl was standing about 100 meters behind the vehicle which was being warned: it was not clear if the drivers of the vehicle were sufficiently surprised by the shooting of the innocent girl just 100 meters from them.

Colonel Volesky, the commander of US Forces in Nineveh officially “expresses his condolences to the girl’s family for the unfortunate accident.” The military says the killing is currently under investigation.

Israel to raze 1,700 Palestinian homes

The Palestinian Islamic Movement says Israel plans to evacuate and demolish at least 1,700 Arab-owned homes in East Jerusalem (al-Quds).

Speaking at a Sunday press conference in Jerusalem, Sheikh Raed Salah, who leads the Islamic Movement, revealed the demolition plan, saying the move would leave more than 17,000 Palestinians homeless in East Jerusalem.

He also warned the situation on the ground was the most dangerous since Israel’s illegal annexation of the area in 1967.

This is while back in February, warnings were issued for hundreds of Palestinians to evacuate East Jerusalem (al-Quds) before demolishing their homes in the area, saying their houses were illegal.
